Ramón Espinar Gallego was a Spanish socialist politician born in Úbeda, Jaén, who became a leading figure in the politics of the Community of Madrid during the transition to democracy. He joined the PSOE and the UGT in 1973 and was elected mayor of Leganés in 1979, the first democratic mayor of the municipality, holding office until 1983.

In 1983 he was elected to the newly created Assembly of Madrid and became its first president, helping to establish the chamber and the region's Statute of Autonomy. He later served as regional minister of culture and government spokesperson (1987–1991) and minister of finance (1991–1995) under President Joaquín Leguina.

After leaving institutional politics in 1995, Espinar returned to the practice of law and served on the board of Caja Madrid, eventually as vice-president. In 2017 he was sentenced to a year in prison for his involvement in the Caja Madrid 'black cards' scandal. His son, Ramón Espinar Merino, also became a prominent politician as a leader of Podemos in Madrid.
