João Carlos Forssell Neto was a Brazilian lawyer and politician from Itanhaém, on the coast of São Paulo. Born in the city on 5 August 1947, he was the son of Harry Forssell, who served as the municipality's first popularly elected mayor. He followed in his father's political footsteps, first serving as a city councilor for ten years across two terms between 1983 and 1992.

In 2004 he was elected mayor of Itanhaém, taking office in 2005 and being re-elected for a second term that ran until 2012. During his administrations he organized the city's rodeo, secured a state technical school for the municipality, inaugurated a new intercity bus terminal, and worked to expand the regional hospital and improve local infrastructure.

Beyond politics, Forssell was a lawyer and held a master's degree in data protection from Madrid, Spain. He died on 3 September 2026 at the age of 79, prompting the city to declare three days of official mourning.
