Finlay Tarling was a Welsh track and road cyclist from Ffos-y-ffin, Ceredigion, who rode for the Israel Premier Tech Academy. The younger brother of Olympic cyclist Josh Tarling, he began racing as a teenager and quickly established himself as one of Britain's most promising young time-trial and track talents, winning his first five races in a row in 2022 including the Welsh Cyclo-cross Championships.

In 2023 he took silver in the team pursuit at the Junior European Track Championships and finished runner-up in the Junior Chrono des Nations. The following year he won gold with Team Wales in the team pursuit at the British National Track Championships and collected bronze medals in the points race, Madison relay, and team pursuit at the 2024 UCI Junior Track Cycling World Championships, setting a new national record in the process.

He signed a two-year contract with the Israel Premier Tech Academy for the 2025 season, focusing on time trialling and classics racing. Tarling died on 14 August 2026, aged 19, after a car entered the road in the wrong direction while he was competing in the Volta a Portugal.
